Well I recall it very well as I and many others did not want Canada and the U.S. to switch to metric. It was very costly to do and wasn't treated lightly. I recall both Canadian and U.S. officials agreeing on switching and there wasn't any doubt about the agreement at the time from the news I watched. Quebec had nothing to do with it as it is a major manufacturer and got hit hard with the cost of switching much like Ontario did. Those are the two big manufacturing Provinces. Perhaps a new U.S. administration along the way at some level of government was the likely cause as it just didn't happen in the U.S. With the U.S. being Canada's largest export customer it has been a very expensive change especially having both systems now in many products.
