#1 - raw cocoa storage 'shelf life' is 2 months max, so NoWay it is in good condition, probably a stinking, slimy, moldy mess in hot, humid climate
#2 - there is no cocoa in warehouses, already been sold, transferred through Ghana, warehouses empty
#3 - midcrop will not be harvested due to rampant violence, dangerous field environment
#4 - there is no infrastructure to permit financing of farming necessities, instability and chaos
Bluntly, there is no cocoa, whatever is around is rotted manure and there will be no more cocoa in the foreseeable future.
