Netherlands proposes euro-zone budget enforcer (by MarketWatch)

FRANKFURT (MarketWatch) -- Dutch Prime Minister Mark Rutte has proposed the establishment of an independent European regulator that can force euro-zone countries to rein in their budgets and, if needed, kick them out of the shared currency, Dow Jones Newswires reported Thursday. "Countries that do not stick to the agreements ... should be ordered to fix their policies [and] notorious sinners will be placed under 'guardianship' by a designated commissioner on behalf of the partners in the euro zone," Rutte said, in a nine-page proposal sent to Dutch lawmakers on Wednesday, the report said. "Member states that are not willing to be put under 'guardianship' may choose the possibility of leaving," he said.
