FRANKFURT (MarketWatch) -- A draft of a new treaty on European Union fiscal rules would let euro-zone members run budget deficits only during severe economic downturns or other extraordinary events, Reuters reported Wednesday. The draft also removes a call that countries signing the pact agree to deeper integration in the single market, which had met objections from Britain, the report said.
