I can recall, prior to LBJ's foodstamp program, how people would line up at the back of the court house ... I believe it was once per month ... and they would be allocated their food stuffs. Canned fruit juice, canned vegetables, dried beans and rice, canned meat (similar to SPAM), flour, cooking oil and other sundries. When cars drove by, they would hide their faces ... pull hoods or scarves over their faces ... not wanting to be known. Of course, although it was the county seat ... the population was only around 2300 people, so everyone knew everyone.
Why should they deliver? Just go back to that ... Depending upon family size, they were allocated accordingly. More than sufficient foodstuffs were given. No one ran out, before the end of the month.
Oh, almost forgot .. they got cornmeal, potatoes, and cheese, as well.
